On November 7 2003, the Right Honourable Prime Minister presented a plan of action of seven years. The plan was in turn derived from the vision 2020 and the Poverty Reduction Strategy Paper already prepared by the Government of Rwanda. Key among the objectives of the plan of action are: reinforcing good governance, improving justice, providing the enabling environment for building the economy, and improving the general welfare of Rwanda’s citizens. The Justice sector’s contribution to the plan is therefore critical given that the rule of law is the fulcrum around which stability, hinges.

This strategic plan is expected to guide the Government of Rwanda and its development partners in their efforts to build the sector. For the first time, the entire justice sector has been covered by one strategic plan. This approach has been adopted because we acknowledge that close coordination and efficient allocation of resources is paramount in ensuring that we achieve our objectives.

The Ministry of Justice bears the political responsibility of ensuring that the Governemnt’s programs in the Justice sector are successful. It is for that reason that the Ministry has played a leading role in the preparation of this strategic plan. This is the first step towards close coordination among the various subsectors. It is expected that eventually a basket funding mechanism will be developed as a way of defining the sector priorities appropriately.

The strategies and activities envisaged under the plan cover several policies including; fighting the ideology of Genocide, promotion and protection of human rights, strengthening the rule of law, promoting private sector development, fighting injustice and corruption and consolidating national reconciliation. We are confident that they are consistent with the overall Government policy of poverty reduction within the context of democratic Governance.

The exercise of developing this plan has been a participatory one and on behalf of the Ministry of Justice and on my own behalf, I would like to extend our sincere gratitude to all those who individually and collectively contributed to the preparation of this plan.

I am happy to launch this strategic plan with the promise that all the activities therein will be implemented. I also take this opportunity to appeal to all stakeholders in the sector to continue to be vigilant because the task ahead requires determination and hard work. Let me conclude by reaffirming the Government’s commitment to the people of Rwanda that delivery of justice will be realized inspite of the enormous challenges that lie ahead of us.
