
Minister of Justice/Attorney General
Profile
M. Tharcisse Karugarama first served as Minister of Justice in August 2006, and was later appointed Minister of Justice/Attorney General in August 2007. Prior to that, he served as President of the High Court from July 2004 to August 2006, preceding his tenure as Vice President in the Supreme Court from July 1999 to December 2003. His long service in the justice sector involved, among others capacities, working as Chairman of the Rwanda Law Reform Commission (May 2001 – December 2003), prosecutor General in the Appeals Court, Ruhengeri (June 1996- July 1999), Legal Consultant with UNHCR (1998- 1994), Project Coordinator for LWF Umutara Project. Minister Karugarama has been twice awarded certificates of merit for distinguished service and holds a bachelors degree in Law (Hons) (LL. B) from Makerere University (Uganda), and a Post Graduate Diploma in Legal Practice (Dip. LP), Law Development Centre.
Mandate
(1) Coordinate at the highest level the activities of the Services of the Attorney General’s Office/Ministry of Justice in accordance with the provisions of the Constitution and other laws;
(2) Ensure the compliance of Laws to be sealed with the Seal of the Republic.
