Government Legal Advisors discuss strengthening transparency, accountability and inclusive participation

On 25 September 2026, Government legal advisors from central and local government institutions convened at Gasabo District Headquarters to strengthen their understanding of transparency, accountability and inclusive participation, and discuss how these values can be embedded in their daily legal advisory work and service delivery.

The coordination meeting, organized by the Ministry of Justice in partnership with UNDP, provided a platform for legal advisors to exchange knowledge and experiences on how these principles can be promoted within government structures and peacebuilding processes. 

While opening the meeting, the Permanent Secretary/Solicitor General, Ms. Burayobera Umuzayire Bibiane emphasized the important role of legal advisors in ensuring that government institutions operate in accordance with the law and uphold principles of good governance.

“You are among the primary advisors of your institutions. Your knowledge and professionalism should be a foundation for ensuring that the institutions you serve operate effectively.” She said.

She encouraged legal advisors to ensure that the advice they provide is grounded in sound legal analysis, professionalism and adequate research, while also contributing to proper contract management, accountability processes and the resolution of disputes through alternative dispute resolution mechanisms where appropriate.

For the participants, the meeting provided an opportunity to reflect on their responsibilities and the importance of integrating transparency, accountability and inclusivity into their daily work. One participant noted that the discussions helped reinforce the need for legal advisors to consider these principles when providing advice, reviewing contracts and supporting institutional decision-making.

Transparency, accountability and inclusive participation are important to effective governance, peaceful conflict resolution and sustainable development. Government legal advisors play a key role in advancing these principles through their work, including legislative drafting, providing legal advice, ensuring compliance with laws and supporting the peaceful resolution of conflicts.

The discussions further focused on practical ways of integrating these values into day-to-day responsibilities and institutional processes, with emphasis on strengthening service delivery and public confidence in government institutions.

The meeting is part of regular coordination meetings organized by the Ministry of Justice to bring together Government legal advisors, facilitate knowledge and experience sharing, and strengthen their capacity to effectively discharge their responsibilities.
