Accountability can not co-exist with conflict of interest and complacency
On Thursday 09th May 2019, the Ministry of Justice organized a workshop for all Chief Budget Managers of Public Institutions on a theme "encouraging a culture of accountability & proper public funds management."
In this workshop, Minister Busingye reminded chief budget managers that Leaders have a responsibility to ensure that litigation avoidance, litigation management policies and procedures are in place.
“Disputes come from decisions/ actions we make or don’t make/take. The best way to manage litigation is not to get into it in the first place by avoiding habits, toxic cultures and other situations that breed lawsuits.” Minister added
“A key feature of lawsuit avoidance is a culture of respect and integrity, a code of conduct that is a basis for training, monitoring, and enforcement of proper employee behaviour, including decisions made on behalf of the Government of Rwanda agency itself.” Minister emphasized
Minister concluded that accountability can not co-exist with conflict of interest and complacency. “In the face of perceived or real corruption, poor contract management or any other act that may lead to loss, leaders stand up and face the problem without fear and favour… Litigation is preventable, avoidable, resolvable or winnable provided we do the right things along the process. Always watch out for conflict of interest” He said
