Minister Busingye underlined that security is a right and a responsibility
He highlighted this in Nyaruguru on Saturday the 27th July 2019 after carrying out the community work with Nyaruguru citizens. The end of July community work at the District level in Nyaruguru took place in Ruramba ruramba sector, Nyarugano Cell, Uruyange village where participants prepared a plot in which to construct houses for indigent citizens. It was attended by Senators, District leaders, security organs and citizens.
While addressing the citizens after the community work, Minister of Justice and Attorney General; the focal person of Nyaruguru District, urged them to ensure their safety and security is well maintained since security is the foundation of country’s development. “Security is our right, our responsibility, it is our essence and heritage from his Excellency Paul Kagame, it is positioned into our hands to take care of” Minister Busingye highlighted. He emphasised on this after handing over various tools to local security keepers of Ruramba Sector to encourage them continue to ensure security. The equipments were bought by citizens to equip security keepers with basic tools to toughen citizens and property safety and security. Citizens were also advised to prevent Ebola pandemic by ensuring cleanliness and avoiding unnecessary trips to DRC.
Afterwards, Minister Busingye held a meeting with various leaders of Nyaruguru District including the advisory council members, Sector and Cells leaders as well as Non-Governmental Organisations working in the District. The purpose of the meeting was to assess the implementation of 2018/2019 performance contract and to review 2019/2020 performance contract. Among the new performance contract elements, he advised leaders to reinforce judgement execution of Gacaca cases in the district as well as finding offices for Mediators because they are currently working under trees. He added that they must put in efforts in sensitizing citizens on Government programs and involving them as much as possible.
Minister Busingye concluded by thanking everyone for their direct or indirect role in the implementation of last year’s performance contract and keeping the safety and security of people and their property.
