Ministry of Justice Strengthens Contract Management Capacity to Safeguard Public Resources

On 13 February and 30 March 2026, the Ministry of Justice held workshops on contract management to strengthen the capacity of procurement officers, contract managers, and legal advisors in effectively managing government contracts, preventing litigation, and safeguarding public funds.

The workshops responded to persistent challenges in contract implementation, including stalled or abandoned projects, disputes arising from government contracts, and difficulties in maintaining adequate records and evidence for litigation. They also addressed concerns raised in recent assessments and reports highlighting the need for stronger coordination and continuous capacity building among public servants responsible for contract management.

The initiative builds on the mandate assigned to the Ministry of Justice during the 2017 Leadership Retreat to lead efforts aimed at streamlining and enhancing government contracting processes, including contract drafting, negotiation, and management. Over the years, the Ministry has implemented several interventions, including training programmes and institutional assessments, to promote better contract administration practices across the public sector.

Through interactive sessions and practical discussions, participants explored the importance of proactive contract management, effective record keeping, and compliance with procurement laws and regulations. The workshops also emphasized the use of the Umucyo e-Procurement System as a key tool for contract registration, milestone tracking, change management, acceptance processes, and payments.

Participants were encouraged to institutionalize regular coordination meetings involving procurement officers, contract managers, technical teams, and supervising entities to address implementation challenges promptly and strengthen accountability mechanisms. They were also introduced to practical tools, including checklists, dashboards, and risk registers, to support effective oversight and reduce audit queries and disputes.

The two workshops brought together 133 procurement officers and contract managers, as well as 75 Chief Budget Managers from ministries, public institutions, the City of Kigali, and districts across the country, with support from the Ministry of Local Government and other stakeholders.

By strengthening the knowledge and skills of public servants responsible for contract implementation, the initiative contributes to improved government spending, reduced litigation, and enhanced protection of public resources. It also reinforces the Government of Rwanda's commitment to accountability, transparency, and efficient service delivery through sound contract management practices.
