60 Non-Professional Bailiffs trained on IECMS to enhance execution of enforcement orders

From April 23 to 25, 2025, the Ministry of Justice in partnership with the European Union, conducted a training at the Institute of Legal Practice and Development (ILPD) in Nyanza. The three-day training brought together 60 non-professional bailiffs with the goal of enhancing their capacity to effectively use the Integrated Electronic Case Management System (IECMS) in the execution of enforcement orders.

As Rwanda continues to digitize its justice services, the role of bailiffs has become increasingly important in ensuring the timely and efficient execution of court decisions. The training focused on equipping participants with the technical skills and knowledge required to navigate IECMS, particularly in the areas related to enforcement orders.

A key highlight of the program was the introduction of recent upgrades made to the e-auction module within IECMS. These enhancements incorporate advanced technologies and new user functionalities aimed at streamlining asset recovery and improving the execution of enforcement orders.

Closing the training, ILPD Rector Dr. Aimé Muyoboke Karimunda called on the participants to uphold integrity in their work and to commit to ensuring timely and effective case execution. He emphasized that the professionalism and dedication of bailiffs are essential to building a justice system that is accessible, transparent, efficient, and affordable for all.

This initiative marks another step forward in strengthening the justice sector through capacity-building and digital innovation.
