Launch of the 2025/2026 Judicial Year
On September 1st, 2025, the Chief Justice, Rt. Hon. MUKANTAGANZWA Domitilla, officially launched the 2025/2026 Judicial Year.
This annual ceremony serves as an opportunity for the Judiciary to present its performance report, highlighting the achievements of the past year, the challenges faced, and the strategies adopted to strengthen the delivery of justice.
The event was graced by the Minister of Justice and Attorney General, Dr. Emmanuel UGIRASHEBUJA who commended the significant strides made within the Justice sector. He called on Rwandans and all residents to foster a culture of resolving conflicts amicably through dialogue, rather than relying solely on litigation.
In his remarks, Minister Ugirashebuja noted that during the 2024–2025 period, the global report on justice and rule of law ranked Rwanda 1st out of 34 African countries, and 40th globally among 142 countries.
He stated:
“Rwanda is among the countries that have made great strides in fighting corruption, driven by effective government policies, a strong legal framework, and targeted anti-corruption strategies, as reflected in reports from the Office of the Ombudsman and other oversight institutions.”
The Prosecutor General, Ms. Habyarimana Angelique, reported that in the past year, the Prosecution service received 78,489 case files and handled 75,732, representing 96.4%. Out of these, 42,279 cases were submitted to courts, while 33,453 were archived.
From July 2024 to June 2025, the Prosecution tried 42,378 cases, winning 39,498 — a 93.2% success rate. Furthermore, the proportion of cases brought before courts decreased to 53.8%, while those resolved and archived rose to 42.6%.
In her keynote address, the Rt. Hon. Chief Justice expressed satisfaction with the progress made by judges, court clerks, prosecutors, and legal practitioners in promoting alternative dispute resolution mechanisms, such as mediation and plea bargaining, as effective tools to settle disputes without full court proceedings.
