Minister Ugirashebuja | Global Inaction on Genocide Prevention Must End to Combat and Prevent Future Atrocities

"As we congregate to discuss the subject of Genocide, it is crucial to recognize that at the heart of all tragic genocides lies the failure of the international community to heed the call for help of the victims who are facing extermination," stressed Dr. Emmanuel Ugirashebuja, Rwanda's Minister of Justice and Attorney General, at the 6th International Conference on Genocide.

Speaking at California State University, Sacramento, from November 14-16, 2024, during special sessions marking the 30th commemoration of the 1994 Genocide against the Tutsi, Dr. Ugirashebuja delivered a keynote address that stood as a vital testament to Rwanda's journey through genocide, reconstruction, and ongoing challenges.

"Specifically, for the 1994 Genocide against the Tutsi, numerous early warnings about the Genocide against the Tutsi were systematically ignored," Dr. Ugirashebuja underscored. He highlighted that these early warnings reflect the grievous negligence of the international community to prevent what multiple warnings had clearly signaled. "Rwandans will never understand why these early warnings were ignored," he said.

The conference focused intensively on genocide, genocide denial, ethnic cleansing, and other atrocity crimes rooted in genocidal ideologies. Dr. Ugirashebuja emphasized the pivotal role of President Paul Kagame, who, despite being in his mid-thirties, led a decisive effort to protect and save lives during the 1994 Genocide against the Tutsi, while the international community largely stood by and watched.
