From October 28 to 29, 2024, a Justice, Reconciliation, Law and Order Sector (JRLOS) Peer Review and Universal Periodic Review (UPR) retreat was held at Nyagatare Mantis EPIC Hotel & Suites under the theme, “Reflecting on the Past: Charting Pathways for an Innovative, Citizen-Centered Rule of Law. The retreat brought together key stakeholders from the Justice Sector and the UPR process in Rwanda.
In his opening remarks, Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja noted that the JRLOS framework has been instrumental in aligning member institutions towards the singular vision of providing fair, transparent, and efficient justice.
“Through collaboration, we have established a Sector-Wide Approach that respects the independence of each institution while promoting information sharing and coordinated efforts. It is across this partnership that we address challenges as a common goal.” He stated.
Dr. Ugirashebuja emphasized that this collaborative model not only strengthens each institution’s unique contributions but also enhances the justice sector's overall cohesion and effectiveness in addressing common challenges.
He added, "Together, we are building a justice system that embodies the spirit of Rwanda—resilient, innovative, and committed to the well-being of its people."
In his keynote speech, Honorable Chief Justice, Dr. Faustin Ntezilyayo emphasized the significance of the Peer Review and UPR Retreat as a platform for reflection and future planning. He stated, "The Peer Review Retreat provides us with a valuable opportunity to reflect, review, and strategize for the future."
The Resident Representative of UNDP in Rwanda, Dr. Fatmata Lovetta Sesay, in her remarks underscored the commitment to developing justice solutions that prioritize the needs and rights of citizens, strengthening Rwanda’s pursuit of equitable and accessible justice for all.
The UN Resident Coordinator in Rwanda, Dr. Ozonnia Ojielo stressed the UN's commitment to supporting Rwanda’s justice and human rights priorities. "We reaffirm our commitment to work with the Government of Rwanda, partners, and people of Rwanda to ensure justice is accessible for all, safety and empowerment are ensured, and human rights are upheld—leaving no one behind."
