STRENGTHENING TREATY BODY REPORTING THROUGH CAPACITY-BUILDING WORKSHOPS

From January 28-30, 2025, the Ministry of Justice, in collaboration with the Commonwealth Secretariat and the Office of the United Nations High Commissioner for Human Rights (OHCHR), organized a three-day workshop to enhance the capacity of the Treaty Body Reporting Task Force (TBRTF), also known as the National Mechanism for Implementation, Reporting, and Follow-Up (NMIRF).

The workshop brought together participants from various institutions, fostering collaboration and knowledge-sharing to improve treaty body reporting and strengthen human rights accountability in Rwanda.

In his opening remarks, Permanent Secretary and Solicitor General Mbonera Théophile emphasized NMIRF’s pivotal role since its establishment in 2013. "Over the years, this mechanism has evolved, enabling us to fulfill our mandate more effectively. It has strengthened the monitoring of recommendations, streamlined information collection for reporting, facilitated the dissemination of treaty body recommendations, and promoted a more inclusive and transparent reporting process," he stated.

The training comes at a crucial moment as Rwanda prepares for the national consultations and report drafting phase for the Universal Periodic Review (UPR). The report is due in October this year, with the review scheduled for January 2026. This workshop ensures that Rwanda's reporting mechanism remains robust and aligned with international human rights standards, reinforcing the country's commitment to accountability and transparency in treaty body reporting.
